So That My Constituents May Know

  1. FORWORD
    All of these started with a dream, the mandate, the challenge and the responsibility

    In my swearing of office last June 30, 2007, I took it upon my shoulders the mandate of the constituents of Dasol and accepted the challenge and responsibility to serve the Dasolinians.

    I would like to lay down the groundwork of accountability and transparency, the backbones of good governance. To you my constituents, I truly believe that we can move on successfully in reaching the destination with a common vision for a progressive DASOL, Pangasinan, that is a municipality with economically and socially stable constituents.

    I stand before you now, to take this humble privilege to report to you the results of our Journey for the first ONE HUNDRED DAYS of MY TERM, which I believe has been achieved in the spirit of goodwill, cooperation, and mutual respect.

    A comprehensive consultative meeting with the different department heads in the Local Government Unit was among my key priority activities as a Chief Executive and Development Manager. I honestly believe with all my heart that it is crucial to meet my TEAM members, communicate and be clarified with how the real picture looks like, key issues, concerns and possible solutions. Perhaps majority of you would agree that Together Everyone Achieves More (T.E.A.M.)

    In the early 19'h century, specifically 1911, Dasol became a municipality separated from the towns of Burgos and Mabini by virtue of Executive Order No. 25. Dasol has been blessed with diverse resources from land, minerals to water. It has a long stretch of coastline of 33 kilometers. The bodies of water surrounding it are rich with marine life. It has vast tracts of agricultural lands potential to diversified farming activities. Indeed, our town is truly blessed by the almighty in natural resources! It is a town with a high potential, multifarious livelihoods but mostly its people don't enjoy a stable income. The impact of these economic interventions have not been felt at the grass roots level.  It is high time for our Team, to redirect the course of development by further improving our economic polices, do our best to make them realistic and practical, with the end in view of providing programs relevant to the needs of our Dasol constituents.

    As you will note in this report, we took a positive scale forward especially in the field of education. It is because I personally believe that education is one key to achieve one's aspirations in life. Together we will do our best to bring our Beloved Dasol to a shared vision of making it a progressive municipality...'SULONG DASOL ...NGAYON NA!" "WALANG IMPOSIBLE KUNG SAMA-SAMA!

  2. Realities Human Resources/Personnel Management and Administration

    The success of any organization relies heavily on the kind and quality of its workforce. There is no doubt that the municipal workforce has slowly evolved into a professionalized and responsive one. However, we have to enhance and further strengthen the internal and external communication mechanisms if only to bring our services closer to our constituents and ensure that we provide timely feedback to the different department heads down to the grassroots level, the barangays. A strong organization communications network shall facilitate delivery of timely response to the needs, issues, concerns of our constituents and will eventually provide us with a clearer picture of how things really are outside of the four walls of the municipal office. A strong and professional work force coupled with an enhanced organization communications network shall pave the way for a stronger, transparent and more accountable kind of governance.

  3. Slow Formulation of Policies
    Dasol needs policies for effective governance. The 2006 Report of the State of Local Governance specifies that the LGU haven't formulated yet codes on environment, investment, children's welfare and so on. The current revenue code is being updated.

  4. Education
    The learning environment must provide a conducive and effective venue to facilitate and encourage the learning process. But how could we come up with such if we have dilapidated school facilities, limited classroom and information technology devices? Number of rooms in most elementary schools in the district is just enough for the pupils except the fact that most of these facilities are subject for repairs, particularly roofing. School books, supplies are limited to provide a 1:1 ratio for the pupils.

  5. The Central Oval and Grandstand where we use to conduct athletic activities before is for rehabilitation. No park for the people to relax while waiting for their transactions in the municipal hall.

  6. The Financial/Investment and Livelihood Situation:

    When I took my oath of office as the Municipal Mayor in June 30, 2007, my administration assumed the payment of the amortization of the LGU Loan for the New Public Market under an agreement with the Philippine National Bank (PNB) amounting to Twenty One Million (P21,000,000.00). However, payment will be completed in the last quarter of 2007, the payment of OTOP Loan under the Office of the President at One Million pesos (P1,000,000.00).

    The tax and revenue code of the Local Government Unit has to be revisited to further help boost revenue collection strategies paving the way to a sounder and realistic tax administration at the local government level.

    A lot of Dasol's natural resources have been taken away but we have left our local portals without appropriate tax payments because of weak revenue policies.

    Majority in Dasol belong to the poorer threshold. They are mostly found in the fishing villages and far flung barangays where basic facilities are not within reach. Cooperativism has been introduced, promoted and encouraged. However, most of the cooperatives get dissolved due to financial incapacity. Instead of multiplying their capital borrowed, they usually borrow to pay their debts. Financial assistance has been extended but cannot be sustained because borrowers do not payback.

    We are confronted by the challenge to globally compete because of the pressures imposed by e-­commerce. Hence, the Local Investment Code, has to be revisited to be able to come up with policies that will facilitate moving the state of our local industries and people skills to world class excellence!

  7. Peace & Order Situation
    Generally, Dasol is peaceful. However, this early we have to further strengthen and intensify our strategies and revisit our action plans to arrest the growing number of unresolved cases of illegal fishing, and crimes against human and properties.

  8. Health
    There is still that claim and clamor from our constituents that the PhilHealth cards are unjustly provided/distributed. Medicines are not available and very expensive.

    Dasol is fast growing with an average growth rate of 3.6% as of latest population check in 2000, i.e. the fastest ever in any province. One factor that may have caused this is putting less emphasis on population management and family planning. In addition, there is the inadequate Information, Education and Communication (IEC). Part of our key programs for health is setting up a regular dengue control program.

    1. procurement and distribution of Certified Palay Seed (DA counterpart – 290 bags, LGU counterpart – 450 bags) to farmer beneficiaries
    2. Area Planted for the Quarter
      1. Rice (irrigated 401.0 hectares with 365 Farmers, Rice (rain fed) l, 726.0 hectares with  433 farmers
      2. Vegetable 2.3 hectares

    3. Pawikan information dissemination to coastal barangays and two (2) high schools by the DENR (pawikan Center)
    4. Training on the Culture of Vannamei (White Shrimp) by the BFAR
    5. Distribution of vegetable seeds
    6. Animal Treatment/Deworming and Anti-Rabies
    7. Distribution/dispersal of Sex Reversed Tilapia Fingerlings
